im having trouble using the internet on my samsung cell phone?

I just bought a samsung GT-B4310 and when i try to use the internet a message pops up saying "network error". what does this mean? and how can i stop this from happening so that i can use the internet on my phone?
i ma paying for the internet by the way. i have sufficient funds and its a personal phone (i.e. not with my work company)
