I am sorry to say but no. You see star fish are salt water creatures and Betta fish are freshwater/tropical fish. Those to creatures need different water so this will not work. If you have a bad snail problem I suggest you get a Freshwater puffer fish but this might harm your Betta or if your Betta is aggressive the other way around. But the puffers will eat the snails.
If you don't want a puffer or can't get a puffer you are going to need to manually do it. If you take out the snails by hand most petstore will take the snails and either wait to sell them or feed them to other fish.

starfish are saltwater and it will not survive in a fresh water tank salt waters are allot of work and tend to cost allot of money to keep so don't put in with the betta it will kill the poor fish.
