I'm from Phoenix, and I don't know how to dress for the cold?

I've lived in Phoenix, AZ all my life, and now I am moving to Idaho in January and I don't know how to dress for the cold! I usually just wear a hoody during winter. I want to know what I need to stay warm! Like do I wear a thermal shirt everyday in place of a normal shirt? Or what? I have NO IDEA! ha ha pathetic I know...
