I'm buying a used car with tags that are expiring soon. How will this work out?

so there's this maxima im eyeing but the tags are expiring this month. do i have to do registration and change title to my name? how's it gonna work?

i can buy insurance off progressive for $79/mo which is pretty good... but what do i do first? can someone please help?
 
check to make sure you can smog it without trouble. cuz later it might turn out he can't register it because he can't get it to pass the smog test. and yeh. you're gonna have to pay for both registration and transferring of ownership
