Im a new Army wife...Got a letter in the mail about enrolling in DoD...?

And I got this letter in the mail saying to enroll in DoD Self-Service Log on. Upon completion of the registration process this log on is used for TRICARE ON-LINE (TOL), Beneficiary Web Enrollment (BWE), and other DoD Self- Service Applications.

Whats is this? What will it do for my and my husband. I don't understand it and I cant ask him he is away right now for Basic.
