I'm 5' 10", can I ride a 21" frame bicycle?

The guy at the store recommended an 18" er, but the 21" er is an AMAZING deal (Half of what I would pay for the 18"....put differently, I can buy it, whereas the ither one i can't). Would it be completely useless to buy the 21"?

I'm gonna use it mostly to go around town (My town is very mountany, which means a lot of steep downhill and uphill paved roads)
