I have never heard of any ATV/Quad/4-wheeler being street legal in any state. The biggest you can get, however, I believe is a 700... although Honda or Polaris may make a utility bike that's bigger.
 
Quads are not street legal in the almost every state because they have to meet rigorous crash standards. That means they have to afford crash protection, seat belts with an over the shoulder restraint, etc. They are not street legal unless you are in a few northern states like Minnesota where you would have to be a real tool to use one for everyday transportation instead of the comfort of a car in the winter time.
