I'm 15 , and I'm getting a car !! Help?

This summer , My grandma , Is bringing me to get some kinda of permit , and hopefully she promised me a car. I currently live in Neworleans , La (USA) and I wanna know , will I even be able to drive it? What if I sneak out with it?
I wanna know if i'll be able to drive it?
 
Ok for your age i guess you carry few stuff try a city car there fun awesome good or high mpg here are few city cars
