illegal downloading? is the law fair?

First of all I want you to know that I'm not so familiar with this topic. So my question is, if downloading movies and music is illegal, why are there all these "free download" sites like limewire, vertor, etc.??
Why do people who download get in SERIOUS trouble for it, but the people who created the sites don't???
 
limewire and other "sites" are not illegal. File sharing software is not illegal to use. However it is illegal to use it to download copyrighted files like music and movies.

Furthermore, there are some sites which legally provide downloads. The site needs to have permission from the creator of the content in order to do this and they generally have to pay for it.

But creating software is never illegal. It's not illegal to create a website, either. If someone uses the website to do something illegal, that's the law-breaker's problem. Remember, as the first poster said, there are plenty of legal applications for file-sharing.
