If you were in charge of the school's discipline system, what would you do to it?

So there's recently been the paddling brought back in a school in Texas and I'm kind of wishing they could bring that down to my school, because some boys around here really need to get their priorities straight. :P
Any who, it seems that the entire "positive reinforcement" thing for middle schoolers doesn't work(if we see you doing something good, we'll give you xxx). Some also enjoy ISS (in school suspension) and don't mind detentions, etc. For me, if I as much got a Tracker(a hair higher than a warning, not too much), my parents would chew me out good, and I'd die from embarrassment from getting one.

So, from those of you educated in this kind of stuff(as I am obliviously just a layman), if you were suddenly in charge of school's discipline with one simple rule, "No paddling, hitting, etc", what would you do? If your child's school district/your area's school district is already fantastic, what's the policy?
