If you have two Xbox Live accounts and two headsets can both people chat at one time?

Me and my twin brother want to get an Xbox 360 but I have a few questions first... If we have two Xbox Live accounts, two controllers (obviously) and two headsets, could we both talk at the same time in Halo 3?

I also want to know, if we each bought our own Xbox Live accounts, could we both play on multiplayer in Halo 3 while we're both on our own accounts but on the same Xbox 360 console?
Can you play online multiplayer Halo 3 without actually having a gamertag?

yes you can but both people have to be signed in. if you are using a guest account, you wont be able to talk online.

I don't believe that you can, I think only one can speak and the other stay silent.
