if you have flash cs3 can you update to cs4 for free?

No. Each time Adobe issues a new version, you have to purchase the upgrade, which although pricey is not as expensive as purchasing the full version.

You can pay $199 to upgrade to flash professional CS4 though.

everytime adobe creates a new Creative Suite, the current one Being CS4, you must purchase it again for full price, or you can just purchase an upgrade if you have an older version.
