if you are hit by a person without insurance how do you go about getting

your car fix i need help asap [please my mom got into a wreck and got hit by two cars one of the people was driving the car didnt have insurance how do we get what we need done i need help
AFTER THE WRECK THE CAR WAS TOTALED
if the second person to hit her had insurance cant we sue them for there damage?
