I'm no attorney, however I do have a criminal justice degree, even if the other person did get a hair follicle test it could not be entered into evidence in court unless there was a warrant and in order to get a warrant there would have to be probable cause. Only a judge can order such a test.
 
If the other person is trying to get custody of the baby, they can report you to children's services or to the courts and then you would be made to take a hair follicle test, or a blood test.
