Yes. Most of them that do have the financial means to relocate have already done so. I worked with a Palestinian woman in a lab for a while and she explained how all this worked.
Interestingly enough, she held Israeli citizenship, but she considered herself to be a Palestinian while she lived in the Palestinian territories. Once the intifada happened in 2000 or 1999 she and her family left.
