If the government came out and said, we really need nurses and doctors?

If the government came out and said, we really need nurses and doctors. We will give free education to these 2 majors. If you get a B average. If you work as that for 10 years. We will pay for your education.

Do you think people who want to be communication, etc... majors would think that is unfair? would they sue?
