If the expansion valve on the evaporator is clogged would it cause the car not to cool?

Also the A/c line after the compressor going to the evaporator is very cold but inside the car is not so cold

yep as the the compressed refrig. has to expand to a gas to do any cooling and this is the purpose of this valve. I would have the system tested to be sure this is the problem.

Absolutely - and it would be evident by the ice berg that forms around the valve.
