If someone starts a roofing business and pays his workers cash under the table,?

and the worker gets hurt on the job can the worker sue the employer?Because many roofers pay cash to the workers.Do you as an employer need Workman's comp or what can you get by with?
 
Most who do what you suggest are hiring illegal workers and they would be afraid to sue because it would lead to being deported. The laws are clear regarding employer responsibilities and a violator will eventually be caught and face serious penalties. Operating within the laws is always the best way to run a business.
