If someone is taking me to court, do I have to pay for court cost?

Someone is taking me to court to get an order of protection against me. Do I have to pay the court cost? They should pay since they taking me to court.

This person sent me threats over e-mail before I show him my pocket knife when he got in my face. If I show the judge the threats this case should be dropped right?
Can I counter-sue for hardship? How do I do that?
 
1) He pays to file.

2) Yes, download the emails and present them as evidence.

3) Maybe. depends on the judge.
