If someone has had a white line painted by the council over the width of their drive?

If a white line has been painted by the council is it an offence to park over it when you have the owners permission to do so? Lets say while they are away from home and therefore not there to verify its ok to the traffic warden?
 
The single white line across a driveway is not enforceable but sometimes wardens and PCSOs think it is. It is not for the drive owner to give permission to anyone as it is not in their gift. Any ticket given for this can be challenged and will be rescinded
If a car is parked so as to obstruct a driveway then the Police can take action as it is an unlawful obstruction
