...they be sent back to jail? if a person is on probation in a federal criminal case and they will not talk to court ordered counseling can they be sent back to prison or not? Also if that person flees and does not show up for court what will happen to them and will that be a new federal charge or not?

yes for not following a court order.
There will be a new warrant issued for failure to appear.
