Yes; because we understand from Bible that body (physical nature of human being) is sinful, but his spirit is holy. The meaning of being born again is a person's self realization about his spirit and to live according to its will. When a person listens to the words of his spirit, he becomes spiritual and he can not be tempted. But our physical birth is sinful and we get relieved from sins if we decide to live in God's ways. God does not count our sinful birth because it is not our fault. But he wants us to live according to the spirit because, only then will we able to enjoy perfect happiness.
 
All of us are physically born before we accept Jesus, so we are born in sin. We are born with the same curse Adam had.

Being "born again" is actually a finished picture. Many times where "born" is in the scripture, the proper thought is really "begotten".

We are begotten by the holy Spirit. We have a new creature inside us, a new nature. Kind of like a baby growing inside us that must be quickened

Our sinful flesh is not important, it will die, and when it does, our "new creature" gets its body. We are changed in the twinkling of an eye. This mortal puts on immortality. That is when we are actually born.

John 3:6-8 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. 7 Marvel not that I said unto thee, Ye must be born again. 8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.
