For example, in the 30s and 40s, they become industrialized but had no natural resources, so they conquered half of Asia, for one reason - Natural Resources.

Now that their economy and energy plans are in ruin, will they start to build war machines?
 
The Japanese will not seek to repeat history for the following reasons. 1. They have been a democracy since the end of WWII. No Japanese citizen would currently stand for the dictatorial military expansion that led to the bankruptcy of their country in that time.
2.The disasters are localized to the shoreline of Japan and the areas surrounding the damaged nuclear reactor. Although a great many people's lives have been affected, Aid is pouring in to help Japan rebuild and repair. There is no need for war.
3. Japan still has one of the world's largest and best shipping and manufacturing industries in the world despite the recent natural disasters. Their recovery will be swift and there will be no such thing as that which you indicate in your question. Such an idea is ridiculous.
