...take for them to decompose? Or alternatively could I plant vegie seeds straight on top of them?
I live in the tropics, average day temperature is around 34 degrees with about 80% humidity.
 
In the tropics, they should decompose very quickly.

I started burying food scraps a few months ago, and I live in a cold, dry alpine climate.

Already I am seeing HUGE changes in my garden soil - it's full of life (worms etc) and the plants are much bigger than they were before, with larger flowers. New plants are becoming established faster and blooming more healthily.

Now you're in a warm, moist environment, so those sort of changes should happen much, much faster. You may even find that it works a little TOO well! Be prepared to do LOTS of pruning!
