You cannot.
How can one run a triathlon in a park?
Or, how about rowing?

It is a neat thought, but it will never become.
If they could designate a state or Province for only olympic events, it would be massive. Besides the events I mentioned, think of the winter games with the ski jump, Bob sledding, and cross country.
 
It needs to be HUGE!! You need a place for gymnastics, figure skating, and A LOT more!! The skating rink needs to be pretty big and you have to have a lot of equipment for gymnastics.
