...paint off first? Is it better to just paint over the old design, or is it better to sandpaper off the old design and THEN paint the new design?

And also, what type of paint should I use (acrylic, etc)? And what kind of stuff do I have to put on afterwards so the paint won't peel off.
 
Roughen up the surface of the skateboard before you start painting.

Also, use primer if you want a better stick, and less likely that the paint will peel off. Yes. You can use acrylic paint.
