If I start my car right away and pull out before it "cycles" it wont start if I turn

it off.? Hello, 1999 camaro old car. If I start it for a cold start the car will have like 1000 rpms to help it in the cold. Usually the car idles a little up and down and then you can feel it "catch" itself like around 600 rpms and then goes to normal.

if I shut the car off during this "warming up until cycle" phase, and then try turning the car on again, the car will not start. I can smell gas and it even appears like there is no gas in the tank. I have to wait and then start it again. What is the problem?
