Yes. In boot camp you fill out a paper that is used to notify your hometown paper.
I never knew this was how the local papers found out. If you look at the article it's always the same. It says, so and so graduated from boot camp and is a graduate of so and so HS. It is always the same article.
My family had nothing to do with my info being put in the paper. It is done while at boot camp.
Most likely, but only if you or your family pass the news on to them. Your graduation at the end of basic isn't automatically going to go out on the news wires, the paper needs to be provided the story.
