If I owe my college money will they still mail me a refund check from financial aid?

I cannot log into my student account and attend classes. I did call the college right away, spoke with student accounts dept. and they said that I owe 802.00 for the year 2009 that financial aid did not cover, the amount has to be paid before they will unblock my account. I asked them if I had a refund check coming soon to pay the amount and they said yes it is due to be sent out but has not yet been sent out, I asked the amount of it they said 1200.00. They said I could call the business office to find out when they would be mailing that refund check out to me so I did. The business office said they are sending me a refund check for 300.00 that next day and when I told her that student accounts said it was for 1200.00 and that I was going to use that money to pay my balance of 800.00 she changed the amount of the refund to 820.00 and said she would mail it out tomorrow. Does that make any sense? I told them to hold it, keep the money for my balance, they said they cannot. The only way to able my account is to give them 802.00 and they will able my account 24 hours after they recieve that money. Why would they send me a refund check at all if I owe money?
