If I join the Air Force reserve, will i have a chance to go active after i finish...

...college? Im a 21 year old college student and am planning to join the Air Force reserve soon when the right job is available, i have 2 years of school left and i was wanting to go active after i get my BA. The problem is that ive been hearing from several Airmen that this option will not be so easily available, i was also told that i might not be able to be deployed during my 4 years. Something about there being an overwhelming amount of enlistees in the past couple of years. One of my buddies even told me that he was given the option to go reserve from active duty, he regrets this and tried going active once again, but was denied the chance to. I want to be able to be active at least 1 year of my 4 year contract. Is any of this true and if it is, why is this happening? i thought the military was on a $600 billion budget every fiscal year and have plenty of jobs to go around? and please, informed answers preferred
