If i have a sim card and put it in a blackberry, will i get internet charges?

if i dont use the internet on it, will it still charge me? My mom has her old blackberry for AT&T and i really want it, but my mom doesnt want to get charged. will it still charge me if i dont use the internet
btw i have a xenon, without internet
