If i have a bell mobility cell phone, can i switch to a rogers phone?

i have a bell cell phone with no sim card.. and my sister has a rogers blackberry pearl that shes lending to me. and im wondering if i can switch cause rogers has a sim.. but apparently you can call your bell and ask to switch?
