You will lose fat everywhere because it works by increasing your heart rate which in turn burns fat. It would however also build muscle in your upper legs, thighs, and buttocks, however I don't think much - either way its lean muscle anyway.
Just wait 15 minutes after you eat to exercise, no matter the exercise - whether it be running, biking, whatever. But try not to eat anything heavy, I assume if you're trying to lose weight, you would have to do that anyway.
