If i complain about the council wasting tax payers money does that mean i'm a pedant?

My estate doesn't have much in the way of resources, we've a lovely park thats well maintained but its a makeshift drinking den for local scum. There is a lovely kiddies play area which was set on fire by the kids that played there and the parks department rebuilt it. The council also spent 100k planting trees knowing full well they would be ripped up by morning, and guess what? they were. Why do people complain when they have nothing and then destroy when they get it? The kiddies play park that was set on fire the locals stood and watched them doing it, i called the fire brigade and i suspect so did a lot of others. By the time i got near to chase them the place was up in flames. Am i right in thinking scum don't deserve anything but tarmac?
 
The answer would be to get the "scum" involved in the planning and execution of any landscaping work in the area. They're much less likely to rip it up if they've had a say and worked hard on it. They'll even stop others destroying it if they see it as "theirs."

Getting them involved would be the hard part, but some clever psychology, like telling them their expert opinions are needed in a 100k project would probably flatter their little egos just enough.
 
We never look at the root of the problem. Why are so many parents that feckless that their kids grow up with no sense of responsibility or community? Poor education, leading to feelings of inferiority and resentment and a generally anti-authoritarian outlook. If we put resources into teaching that we all can make positive contributions to our society, the problems would gradually disappear. Just remember who said, "There is no such thing as society."
 
If we stopped wasting money on foreign aid and pandering to immigrants, we could afford to put the troublemakers through a form of national service.

I wouldn't dream of sending them to any frontline where other people's lives may depend on them, but a couple of years of boot camp would sort them out. It may even encourage a few to join the real army afterwards to make something of their lives instead of wasting them.

Then the parks and trees would be safe for normal people and young kids to enjoy.
