If I buy an Unlocked Rogers Phone and I have Bell would I be able to browse the web

without getting char...? ged by Rogers???

What I'm trying to ask is would I have pretty much the same web browser and everything as I had on my old phone? Also would I be able to still download ringtones or apps from Bell?
