If i buy a cellphone from korea can i use it here in canada?

Yes you can do that. The phone has to be unlocked, you need to make sure that you can get into the settings for internet and change them to rogers settings. (A few phones you can't change the settings so you wouldn't be able to go online or get pic messages on them) Also, in Canada we use the frequencies of 1900 and 850 MH. A phone from North Korea would work no problem, as they use the same frequencies. South Korea uses a 2100 MH phone, so if it uses that frequency alone, one of those wouldn't work.
It will state which kind of phone your getting. There is no point in getting a phone if you can't find this information out from the seller. Just make sure it uses either 1900 or 850 or it won't work in Canada at all.

The sim card is the same everywhere. Hope I didn't confuse you more.
