You can apply to as many colleges as you want, whenever. It's better to do it right now to meet presidential or early action deadlines -- more scholarships.

Yes you can actually apply to a number of colleges at one time. It's best to apply to a couple of colleges. You should keep yourself in a safe position by applying to 2-4 colleges that will definitely accept you and a couple of colleges where your chances are not so good. That way you will be able to get into a college at your desired time. For example I am applying to a couple of Community colleges and UC. I know my chances in UC are not very good but then I can get into a community college and then transfer after I get an associate degree(after 2 yrs) or earlier.

Yeah? You can apply to has many schools as you would like, assuming you are not going to apply early decision.
