They could pick people with less than, say, $5000.00, find out about them, and if they're average Joes and Janes struggling the hard slog, just go into their net accounts and add a couple of zeroes. It would make such a difference, wouldn't it? It would be like a monthly hacker's lottery for the common folk.
Hackers, if you are representing rogue justice of some form, or bucking the establishment somehow, this would be a really cool way to curry favor of the public.
