if a phone is unlocked from lets say sprint or verizon can it be flashed fully...

...w/web data with metro pcs? i want to buy a phone from craigs list because metro pcs phones are to pricey for what you get but i was thinking how sometime they flash phone but you cant get web data.
but what if the phone is unlocked? does it still not let you get web data?
 
Won't work. Metro PCS and Sprint use different frequencies and Verizon uses a different technology. You'll have to get a phone that works with your carrier.
 
decide what carrier you want .. is it GSM tech or CDMA ? then you will select a phone buy one unlocked that works with that.

you might want to consider getting one that is WIFI enabled. but the problem is that even with wifi ... the cell phone carriers, interfere with your ability to use them , so that they can charge you for their internet data service. it's all such a racket.
