If a person learns a foreign language, is he cultured?

If a person learns a foreign language like French or Spanish is he/she cultured?
And explain why.

Yes, even more so if he learns about the culture of the country where that language is spoken.

Not unless you use it with the intentions of opening up to other cultures and helping facilitate communication barriers! If you are simply learning it as a bonus for jobs, that's great, but the passion for extending yourself for the sake of breaking cultural boundaries is essential! There is definitely a difference.
