If a fish gets its tail and fins bitten off, will they grow back?

should i add anything to the water to help it along?
African cichlid. He is in his own tank right now.

i don't think so because my neighbor had 2 goldfish outside and a cat got them one was never seen again and the other got its tail completely tore of and it never grew back then a lot of months later it died. But im not sure about cichilds
