iChat from Mac to AIM on a PC video chat. PLEASE ANSWER!!?

I read on the apple website that it is possible to video chat if I am using iChat on my mac and if someone else is using AIM on their PC. I've tried but it never works. Can someone please give me an explanation on how to do a mac to pc video chat when one person uses AIM and the other uses ichat. no bs answers please
