Questionaire

I reside in east-central Illinois and currently we are experiencing one heck of an ice storm. Already we have in between 1/4in to 1/2 an inch of ice and we're expecting almost an inch total.
I have a 5 (almost 6) month old Lhasa Apso. When I took him out for his evening walk I couldn't get him to, or coax him into pooping.
The grass is frozen and very sharp. When I brought him inside the pads of his feet were red and almost swollen looking. He whined and whimpered when I touched them.
I'm just curious if anyone has any ideas on how I could protect his feet from the elements, as I'm pretty sure that's why he wouldn't squat to poop.
