I was admitted to Lund University in Sweden but denied a residence permit. What can I...

...do? When I applied for the permit I was under the impression that Federal Stafford Loans could be used as a means of support. I have awards of over $20,000USD per year, yet was denied because the Migration Board says that conditioned loans are not accepted. I am curious as to what I should do, as the loan funds were approved and guaranteed. I do not have my own funds nor a study grant. Am I completely out of luck? To be clear, there is no separate student visa to apply for, when studying in Sweden all master's students must obtain a residence permit.
