I want to start a "lunch time catering business" in New Orleans, where do I start?

I want to start a food delivery business in my community serving the area's businesses and colleges. I plan to prepare meals by order then deliver them to the customer. I need to know if its possible to do this from my home? What are the proper channels to follow? Any helpful advice or comments will be greatly appreciated.
