I want to start a garden where the ground has never been plowed.?

I have a small bit of land where I want to start a garden. Problem is, it's never been plowed before and my little tiller won't do anything on such hard ground. So I'm assuming that I have to have someone plow it up and disc it (or whatever it's called) with a tractor first before I can mix in fertilizer and till it with my own small equipment.

So should I wait until Spring - when it's almost time to plant my seeds before I do that initial plowing, or should I do it now? Or when?
