I Want To Make A Flash Game?

I want to make a flash tower defense game. Nothing special. Simple, 2D animation. My issue is that I can't find a program to do it with. I don't want Game maker or any of that drag-and-drop crap. I want something a little more complex. Adobe Flash is like 800 dollars, so I don't want that, but everyone seems to use some sort of adobe flash. Any ideas?
 
you could get flex from adobe. That's a free version of flash, but it's VERY MUCH HARDER to make games with than actual adobe flash.
 
a tower defense game from scratch is a little hard for a first project..
