I want to apply to a four year school but I have very few college credits?

I would be in my second year of community college but I dropped out, signed back up, didn't buckle down, failed some classes, ect. ect. Anyways, I'm ready to buckle down but not at community- I think it wasn't working out because I was lonely and depressed and missed my friends at West Virginia University. I want to apply there for next year but with so few college credits (I'm pretty sure I'm not even a freshman) would they take me? Would I be a freshman or a junior?
 
Okay, save up some money move to West Virginia, go to a community college in that area for about a year building up your credits, and then transfer it's easy... but you WON'T be able to get in a four year university without credits or a good gpa.
