...it has rocks...? is it possible to remove the rocks, turn the dirt, and then replace it with soil? will my garden still blossom?
 
it will probly be easier and less hassle to use raised beds.
look in to how to make them (super easy)
it will save you a ton of time and they are easy to maintain

what you have if it's as rocky and poor as i think it will be isn't worth the effort or time you will have to expend.
