I tried to copy and paste on photoshop, but couldnt, help!?

Some just told me if I wanted to merge pictures I would have to select using a pen tool and then copy and paste to the other picture, well, I've done that but after i copy and paste, the image that is pasted on the other picture is not there, I just see the outline of the pen tool. What am I doing wrong? Thanks
 
To insert pictures into Photoshop you can do one of two things:

1. Place the image from your computer. Same as paste, go to file>place and select your image.

2. Open the image in a new photoshop windows and select it by using the rectangular marquee tool. When it is selected use the direct selection tool (black arrow) and drag it to your desired window.

After you outline the image with the pen tool you have to go to Window > Paths and right click on the path and choose make selection. After that you can copy and paste the image wherever you want.
